Se trata de una medida que cumple con lo establecido en la Ley N.º 32457, norma que regula su creación, características y funcionamiento.

I.- DEFINICIÓN (Ley N.º 32457)

La Ley N.º 32457 es el cuerpo legal que sustituye el régimen anterior del salvoconducto por este nuevo documento, estableciendo su finalidad, requisitos, validez, seguridad y ámbito de aplicación.

¿Qué es y para quién está destinado? El Pasaporte de Emergencia reemplaza oficialmente al salvoconducto.

II.- DATOS CONCEPTUALES

​Salvoconducto anterior: documento provisional, generalmente más sencillo, con menores niveles de seguridad y aceptación limitada en el extranjero.
​
Pasaporte de Emergencia: documento oficial de viaje, emitido en situaciones urgentes, para quienes no pueden esperar el trámite habitual del pasaporte electrónico ordinario.

Está dirigido exclusivamente a ciudadanos peruanos que necesiten viajar con inmediatez, por ejemplo:

1.- Continuar un viaje interrumpido
​2.- Regresar al territorio nacional
​3.- Volver al país donde residen habitualmente

III.- ORIGEN Y PROPÓSITO DE LA MEDIDA

La iniciativa fue impulsada por la Cancillería y aprobada por el Congreso de la República. Representa una mejora muy importante para la comunidad peruana fuera del país, porque:

1.- Facilita el trámite rápido
​2.- Permite transitar libremente por países terceros
​3.- Evita demoras o negaciones en fronteras y controles migratorios

IV.- CARACTERÍSTICAS TÉCNICAS, VALIDEZ Y COSTO

Este documento cuenta con avances fundamentales respecto al anterior:
1.- Es informatizado, no manual.
2.- Cumple estándares internacionales de seguridad —iguales a los recomendados por organismos como la Organización de Aviación Civil Internacional.
3.- Tiene mayor aceptación mundial que el salvoconducto.
4.- vigencia: 7 meses, improrrogables —no se puede ampliar ni renovar este mismo documento.
5.- Costo: 20 dólares estadounidenses.

V.- ACCIONES PARA SU RECONOCIMIENTO INTERNACIONAL

Para garantizar su uso sin problemas:

1.- Se habilitó el servicio en todos los consulados.
​2.- Se comunicó oficialmente su entrada en vigor a todos los Estados.
​3.- Se compartió la información técnica y de seguridad con autoridades migratorias y fronterizas, facilitando su verificación y reconocimiento inmediato.

CONCLUSIONES

1.- El Pasaporte de Emergencia sustituye al salvoconducto y se convierte en el instrumento oficial para situaciones urgentes, respaldado por ley.

2.- Al incorporar tecnología y normas internacionales, mejora la seguridad y aumenta los países donde es aceptado.

3.- Simplifica y protege los desplazamientos de los peruanos: facilita tránsito, conexiones y regreso sin esperar el trámite ordinario.

4.- Su regulación clara —7 meses de vigencia y costo fijo— y difusión oficial permiten su funcionamiento ordenado y reconocido mundialmente.

Emergency Passport: official travel document issued in urgent situations for persons unable to wait for the standard ordinary electronic passport process.

It is intended exclusively for Peruvian citizens requiring immediate travel, for example:

1.- Continue an interrupted journey
2.- Return to national territory
3.- Go back to their country of habitual residence

III.- ORIGIN AND PURPOSE OF THE MEASURE

The initiative was promoted by the Chancellery and approved by the Congress of the Republic. It represents a significant improvement for the Peruvian community abroad, because:

1.- Facilitates a speedy procedure
2.- Allows free transit through third countries
3.- Prevents delays or refusals at borders and migration controls

IV.- TECHNICAL FEATURES, VALIDITY AND COST

This document includes fundamental advances compared to the previous one:

1.- It is computer‑based, not manually issued.
2.- Meets international security standards —in line with those recommended by bodies such as the International Civil Aviation Organization.
3.- Has wider acceptance worldwide than the safe‑conduct pass.
4.- Validity: 7 months, non‑extendable —this document cannot be prolonged or renewed.
5.- Cost: 20 United States dollars.

V.- ACTIONS FOR ITS INTERNATIONAL RECOGNITION

To ensure trouble‑free use:

1.- The service has been made available at all consulates.
2.- Its entry into force has been officially notified to all States.
3.- Technical and security information has been shared with migration and border authorities, facilitating its verification and immediate recognition.

CONCLUSIONS

1.- The Emergency Passport replaces the safe‑conduct pass and becomes the official instrument for urgent situations, supported by law.

2.- By incorporating technology and international standards, it improves security and increases the number of countries where it is accepted.

3.- It simplifies and safeguards travel for Peruvians: it facilitates transit, connecting flights and return without waiting for the ordinary procedure.

4.- Its clear regulation —7‑month validity and fixed cost— plus official dissemination ensure orderly operation and worldwide recognition.
