Este espacio reúne a los equipos técnicos de la Presidencia del Consejo de Ministros (PCM) —en representación de la administración saliente— y al grupo designado por la presidenta electa Keiko Fujimori Higuchi.

Esta sesión marca el inicio formal de un proceso orientado a realizar un traspaso de mando responsable, riguroso y sustentado en información técnica, evitando vacíos en la conducción del Estado. Durante el acto, los responsables de ambos equipos procedieron a la firma del acta de instalación oficial y aprobaron un cronograma de trabajo detallado, que recoge las actividades, plazos y entregas previstas para dar estricto cumplimiento a las normas e institucionalidad vigentes en el país.

CONFORMACIÓN DE LOS EQUIPOS

El Equipo de Transferencia del Titular Saliente (ETTS), presidido por el propio premier Luis Arroyo Sánchez, cuenta con la participación de las principales autoridades de la PCM: la secretaria general María Cecilía Chumbe; la jefa del Gabinete de Asesores María del Pilar Sosa San Miguel; la jefa de la Oficina General de Administración Ana María Ochoa; la jefa de la Oficina General de Recursos Humanos Jeanette Trujillo; y la jefa de la Oficina General de Planeamiento y Presupuesto Katherine Reyes, además de otros funcionarios especializados de la entidad.

Por su parte, el Equipo de Transferencia del Titular Entrante (ETTE‑INICIAL), designado formalmente por la mandataria electa, es liderado por el economista Marco Vinelli Ruiz e integrado por Jorge Luis Rey de Castro Mesa, Katushka Tapia Solari, César Candela Jara, Giulliana Loza Avalos, César Muriche Astorayme y Shirley Montenegro Flores.

COMPROMISO CON LA INFORMACIÓN Y LA TRANSPARENCIA

Durante la reunión, el jefe del Gabinete Ministerial reafirmó la disposición irrestricta del Poder Ejecutivo para entregar de manera oportuna, completa y veraz toda la documentación, informes y antecedentes que requiera el grupo de trabajo. Asimismo, fue enfático al señalar que su gestión garantizará una transferencia ordenada, en la que todas las unidades orgánicas y organismos adscritos a la PCM brindarán las facilidades necesarias para mantener la calidad del servicio público y el acceso a la información conforme a ley.

Todo este proceso se desarrolla bajo la normativa vigente emitida por la Contraloría General de la República, entidad que regula y supervisa el traspaso de gestión para asegurar la transparencia en el uso de los recursos públicos, la rendición de cuentas y la trazabilidad de las acciones del Estado. Esto permite que la nueva administración cuente con los elementos necesarios para adoptar decisiones oportunas y fundadas desde el primer día de su ejercicio.

DATOS CONCEPTUALES

Comisión de Transferencia de Gestión: Grupo técnico mixto integrado por representantes de la administración saliente y la entrante, encargado de coordinar, revisar y formalizar el intercambio de información, recursos y responsabilidades entre gestiones.

COMMITMENT TO INFORMATION AND TRANSPARENCY

During the meeting, the Head of the Ministerial Cabinet reaffirmed the unrestricted willingness of the Executive Branch to provide all documentation, reports and background information required by the working group in a timely, complete and accurate manner. Likewise, he emphasised that his administration will ensure an orderly transfer, in which all organic units and attached bodies of the PCM will provide the necessary facilities to maintain the quality of public service and access to information in accordance with the law.

This entire process is being carried out under current regulations issued by the Office of the Comptroller General of the Republic, the entity that regulates and oversees management transfers to ensure transparency in the use of public resources, accountability and traceability of State actions. This allows the new administration to have the necessary elements to make timely, well‑founded decisions from its very first day in office.
