“La Semana de la Integridad es una ocasión para reafirmar nuestro compromiso de erradicar la corrupción y generar sinergias entre los diversos actores de la sociedad, a fin de promover estrategias más efectivas contra este flagelo que afecta a la población más vulnerable”, destacó el presidente del Consejo de Ministros, Gustavo Adrianzén.
La actividad central fue el Primer Seminario Internacional de Integridad Pública, que fue inaugurado por la presidenta Internacional de la World Compliance Association, Alba Lema, y la secretaria de Integridad Pública, Ana Reátegui.
Este espacio de reflexión, desarrollado en los días 11 y 12 de diciembre en el Centro de Convenciones de Lima, congregó a más de 3000 asistentes y contó con la participación de expertos de Argentina, Brasil, Canadá, Chile, Colombia, Costa Rica, Ecuador, Suiza, España, México y Perú.
En el seminario se abordaron temas fundamentales para la construcción de una cultura de integridad, como los estándares de integridad en el proceso de adhesión a la Organización para la Cooperación y el Desarrollo Económicos (OCDE), el uso de la inteligencia artificial para prevenir riesgos de corrupción y la corrupción ambiental y su impacto.
También se trataron los desafíos relacionados con el ‘lobby’, las ‘puertas giratorias’ y los riesgos en grandes proyectos de infraestructura como el caso del Terminal Portuario Multipropósito de Chancay. Asimismo, se analizaron nuevas reglas en contrataciones públicas, enfocadas en la transparencia y la prevención de prácticas corruptas.
ESPACIOS VIRTUALES DE ANÁLISIS
Cabe indicar que durante la semana se organizaron ocho webinars temáticos, que contaron con la participación de más de 4000 usuarios. En estos espacios virtuales se discutieron temas cruciales como la extinción de dominio, el fortalecimiento de una cultura ética desde las ciencias del comportamiento, los nuevos estándares de integridad en el ámbito de la administración de justicia, la transparencia en las organizaciones y la mejora regulatoria para las pequeñas y medianas empresas del sector comercio.
También se ejecutaron talleres de codiseño con oficiales de integridad para el fortalecimiento de las guías de evaluación 4 y 5 del Índice de Capacidad Preventiva frente a la Corrupción (ICP), herramienta diseñada por la secretaría para evaluar de forma estandarizada el avance en la implementación del Modelo de Integridad en las entidades públicas. Para las sesiones se contó con el apoyo de instituciones aliadas, como la World Compliance Association, la Cámara de Comercio de Lima, la Cooperación Alemana Para el Desarrollo (GIZ), Basel Institute on Governance, Empresarios por la Integridad, Autoridad Nacional del Servicio Civil (Servir), entre otras.
DIÁLOGO MULTIACTOR
Durante la clausura del evento, la Secretaria General de la PCM, Dalia Suárez, resaltó que la integridad es una responsabilidad compartida y que el diálogo multiactor es fundamental para enfrentar este desafío de manera efectiva. “La Semana de la Integridad es un espacio de reflexión y colaboración que fortalece los lazos entre distintos actores y refuerza el compromiso para luchar contra la corrupción. Hemos demostrado que el camino hacia un Perú íntegro requiere el esfuerzo de todos,” expresó.
El éxito de la Semana de la Integridad 2024 no hubiese sido posible sin el trabajo y el esfuerzo de las entidades públicas y privadas, universidades y organizaciones de la sociedad civil que contribuyeron mediante talleres, foros, charlas y diversas actividades de sensibilización en todo el país.
La Semana de la Integridad 2024 fue institucionalizada mediante la Resolución Ministerial N.º 256-2024-PCM, y reafirma la necesidad de una acción conjunta entre los sectores público y privado, la sociedad civil y la academia para enfrentar la corrupción de manera integral.

VIRTUAL ANALYSIS SPACES
It should be noted that eight thematic webinars were organized during the week, with the participation of more than 4,000 users. In these virtual spaces, crucial topics were discussed such as the extinction of domain, the strengthening of an ethical culture from behavioral sciences, new standards of integrity in the field of administration of justice, transparency in organizations and regulatory improvement for small and medium-sized companies in the commerce sector.
Co-design workshops were also carried out with integrity officers to strengthen evaluation guides 4 and 5 of the Preventive Capacity Index against Corruption (ICP), a tool designed by the secretariat to evaluate in a standardized way the progress in the implementation of the Integrity Model in public entities. The sessions had the support of allied institutions, such as the World Compliance Association, the Lima Chamber of Commerce, the German Development Cooperation (GIZ), Basel Institute on Governance, Entrepreneurs for Integrity, National Civil Service Authority (Serve), among others.
MULTIACTOR DIALOGUE
During the closing of the event, the General Secretary of the PCM, Dalia Suárez, highlighted that integrity is a shared responsibility and that multi-stakeholder dialogue is essential to face this challenge effectively. “Integrity Week is a space for reflection and collaboration that strengthens ties between different actors and reinforces the commitment to fight corruption. We have shown that the path towards an integral Peru requires everyone’s efforts,” he expressed.
The success of Integrity Week 2024 would not have been possible without the work and effort of public and private entities, universities and civil society organizations that contributed through workshops, forums, talks and various awareness-raising activities throughout the country. .
Integrity Week 2024 was institutionalized through Ministerial Resolution No. 256-2024-PCM, and reaffirms the need for joint action between the public and private sectors, civil society and academia to confront corruption in a comprehensive manner.
