En ese sentido, remarcó que su despacho evalúa modificar algunos aspectos de la nueva ley de Asociaciones Público-Privadas (APP), de la regulación de Obras por Impuestos (OxI), y de las condiciones de gobernanza bajo las cuales Proinversión tendrá una mayor participación en el SNPIP. “Tenemos que asegurarnos que muchos de los proyectos no sólo se construyan, sino se cuenten con recursos para operaciones y mantenimiento”, indicó.

El ministro Pérez Reyes agregó que se están evaluando acciones para acelerar los plazos para otorgar concesiones vía APP, y para autorizar la aprobación y ejecución en un menor tiempo de los proyectos de inversiones a través del mecanismo de OxI.

“Estamos trabajando justamente con el equipo del MEF algunas medidas para acelerar los procesos, particularmente sobre el reconocimiento y la validación presupuestal para las OxI”, indicó.

En el marco de su presentación en un evento organizado por la Sociedad Nacional de Construcción e Infraestructura (SNCI), el titular del sector Economía afirmó que la participación de la inversión privada en el crecimiento económico del país es fundamental. Además, precisó que los ajustes al SNPIP evitarán que se repitan errores del pasado en el otorgamiento de las concesiones.

El ministro recordó que la meta de adjudicación de APP para el presente año asciende a casi US$ 9 000 millones, y está compuesta por proyectos de transporte, en inmuebles, saneamiento y electricidad, entre otros. “El mecanismo de APP no sólo atraerá la inversión, sino que garantizará que la ciudadanía cuente con servicios brindados a través de infraestructuras que serán sostenibles en el tiempo”, explicó.

Asimismo, explicó que desde su cartera se impulsará megaproyectos en infraestructura de transporte que totalizarán inversiones por US$ 49 600 millones, donde se consideran a la Nueva Carretera Central, las líneas 3 y 4 del Metro de Lima, y los ferrocarriles Lima-Ica, Lima-Barranca, Chancay-Pucallpa, Lambayeque-Cajamarca y Trujillo-Barranca.

Precisó además que su sector viene impulsando inversiones públicas mediante el mecanismo de OxI que, a marzo de este año, acumularon adjudicaciones de hasta S/ 386 millones.

“We are currently working with the MEF team on some measures to accelerate the processes, particularly regarding the recognition and budget validation for the OxIs,” he indicated.

In his presentation at an event organized by the National Construction and Infrastructure Society (SNCI), the head of the Economy sector affirmed that the participation of private investment in the country’s economic growth is fundamental. He also specified that the adjustments to the SNPIP will prevent the repetition of past mistakes in the granting of concessions.

The minister noted that the PPP award target for this year amounts to nearly US$9 billion and is comprised of transportation, real estate, sanitation, and electricity projects, among others. “The PPP mechanism will not only attract investment, but will also ensure that citizens have services provided through infrastructure that will be sustainable over time,” he explained.

He also explained that his portfolio will promote transportation infrastructure megaprojects totaling US$49.6 billion in investments, including the New Central Highway, Lines 3 and 4 of the Lima Metro, and the Lima-Ica, Lima-Barranca, Chancay-Pucallpa, Lambayeque-Cajamarca, and Trujillo-Barranca railways.

He also specified that his sector has been promoting public investments through the OxI mechanism, which, as of March of this year, had accumulated awards of up to S/386 million.
