Peruvian News Agency PRENSAPERU.PE https://www.prensaperu.pe Twitter: @prensaperupe In an official press conference, Mexican President Claudia Sheinbaum Pardo announced the full restoration of diplomatic relations between the United Mexican States and the Republic of Peru, bringing an end to a period of estrangement and reaffirming the principles of respect for international law and the Charter of the United Nations that have always guided their bond.

Prior to this crisis, and throughout history, both countries have maintained a solid and constructive relationship. Both are members of the Community of Latin American and Caribbean States (CELAC), founding members of the Pacific Alliance, and part of APEC, the Asia‑Pacific Economic Cooperation forum. Regarding Mercosur, Peru participates as an Associate State and Mexico as an Observer State, sustaining active commercial and development cooperation across all these spaces.

Yet what truly unites both nations is a deep historical and cultural bond: centuries ago, while the Inca Empire flourished in South America, the Aztec civilization took shape to the north; two great indigenous peoples who shared visions, wisdom, and greatness across this continent. This legacy is joined by the contribution of Indo‑American leaders, thinkers, and champions of the past century, who found refuge, inspiration, and support in one another’s lands to build a great, united, and sovereign homeland.

The Mexican President confirmed that Betssy Betzabet Chávez Chino is already in Mexican territory, after receiving the safe‑conduct granted by the Peruvian government and being transported aboard a Mexican Air Force aircraft. She recalled that the former Prime Minister remained for several months under the protection of the Mexican Embassy in Lima —which had to close when relations were severed— and later received temporary protection from Brazil, to which she publicly expressed gratitude for its solidarity.

Sheinbaum explained that dialogue with the new administration of President Keiko Fujimori had been underway for several weeks: “This was a request we submitted, and the granting of safe‑conduct is a gesture of goodwill from the Peruvian government toward Mexico.” At the same time, she made clear that this step does not alter her country’s stance regarding former President Pedro Castillo: “We continue to uphold our principles, as we have always done, and the new government of Peru is fully aware of this. This is progress based on mutual respect.”

The agreement marks the return of diplomatic normality and reaffirms that, above all short‑term differences, prevail the ties of brotherhood, history, and cooperation that have linked Peru and Mexico for generations.

CONCEPTUAL DATA

Diplomatic Relations: Official ties between States for dialogue, cooperation, and the handling of common affairs, in accordance with international law. Their restoration reinstates official representation and normal exchanges between nations.

Diplomatic Asylum: Protection recognized under treaties such as the 1954 Caracas Convention on Diplomatic Asylum, which a State may grant to persons facing political vulnerability, without affecting the sovereignty or legislation of their country of origin.

Regional Integration:

1.- CELAC: Body bringing together all 33 countries of Latin America and the Caribbean, of which Peru and Mexico are active members.

2.- Pacific Alliance: Trade integration and cooperation bloc founded by Peru, Mexico, Chile, and Colombia.

3.- APEC: Asia‑Pacific Economic Cooperation forum, to which both countries belong.

4.- Mercosur: Peru is an Associate State and Mexico an Observer State, maintaining commercial links without being full members.

Indo‑American Bond: The historical, cultural, and spiritual connection uniting the continent’s indigenous peoples —such as the Inca and Aztec civilizations— and the Latin American intellectual tradition that has sought unity and justice for the entire region.

CONCLUSIONS

1.- Dialogue restores what matters most: The restoration of relations demonstrates that political will can overcome any difference, placing the brotherhood that has always defined both peoples at the forefront.

2.- Roots that cannot be broken: Beyond current events, Peru and Mexico share a millennial legacy and a tradition of solidarity that form the true foundation of their friendship.

3.- Principles and respect: The gesture of goodwill from Keiko Fujimori’s government and Mexico’s consistency in upholding its positions show that progress can be made without abandoning national convictions.

4.- A new diplomatic path: This decision confirms that the new Peruvian administration prioritizes adherence to international law and the peaceful settlement of disputes, breaking with past patterns of confrontation.

5.- Benefit for the whole region: Normalization strengthens Latin American integration, restoring channels for trade, cooperation, and culture that benefit millions in both countries and across the continent.
