“Solo en el 2024 se llevaron a cabo 745 operativos que lograron destruir materiales valorizados en más 2200 millones de soles”, subrayó el jefe del Gabinete Ministerial en el marco de las respuestas al pliego interpelatorio que brinda al pleno del Congreso de la República.

El titular de la Presidencia del Consejo de Ministros (PCM) explicó que las intervenciones desplegadas buscan reducir el ámbito de acción de los mineros ilegales y erradicar los delitos conexos, como la trata de personas, la evasión tributaria, el daño ecológico y otros, en diferentes regiones del país.

Indicó que entre enero y marzo del 2025 se realizaron 238 intervenciones de interdicción que permitieron la destrucción de bienes valorizados en total en más de 546 millones de soles. Cabe destacar que estas acciones contaron con la participación de la Policía Nacional del Perú (PNP), la Dirección General de Capitanías y Guardacostas, el Ejército del Perú y las fiscalías especializadas en materia ambiental.

Con relación a los avances en la lucha contra la minería ilegal en la provincia de Pataz, en la región La Libertad, el premier Adrianzén manifestó que está en proceso la instalación de una división policial, mientras que con el apoyo de la empresa privada se construyen tres puestos de vigilancia que contarán con presencia de las Fuerzas Armadas (FF.AA.), la PNP, la Superintendencia Nacional de Aduanas y de Administración Tributaria (Sunat), la Superintendencia Nacional de Control de Servicios de Seguridad, Armas, Municiones y Explosivos de Uso Civil (Sucamec), el Ministerio de Energía y Minas y el Ministerio Público.

DEPURACIÓN DEL REINFO
El titular de la PCM también anunció que el Ejecutivo ha decidido depurar el Registro Integral de Formalización Minera (Reinfo), con el objetivo de excluir a las personas que no desarrollan estas actividades mineras o que se encuentren suspendidos. “Excluiremos a los mineros que no tengan autorización para la utilización de explosivos y a todos aquellos que hagan mal uso de su inscripción en dicho registro”, puntualizó.

EFECTIVIDAD DE ESTADOS DE EMERGENCIA
Durante su alocución, el jefe de Gabinete subrayó la necesidad de los estados de emergencia decretados por el Gobierno nacional en el marco de la lucha contra la criminalidad, lo que ha favorecido la ejecución de 291 516 operativos policiales y la desarticulación de 55 organizaciones criminales y 3656 bandas delictivas.

“El combate contra el crimen organizado es un proceso integral que contribuye a la labor policial en el desarrollo de sus intervenciones. Solo en los distritos declarados en emergencia la disminución de los actos criminales es de alrededor del 30 %”, el premier Adrianzén.

En esa línea, precisó que su gestión promueve el involucramiento de los distintos sectores y niveles de Gobierno, como parte de la implementación de la Política Nacional Multisectorial de Seguridad Ciudadana, cuya finalidad es disminuir la victimización en todo el país a 17 % en el 2030.

Asimismo, el titular de la PCM explicó que el trabajo conjunto multinivel permitió que el 100 % de los consejos regionales y provinciales de seguridad ciudadana cuenten con un plan de acción del 2024 al 2027. Adicionalmente, la Ley de Presupuesto del Sector Público para el año fiscal 2025 considera el financiamiento de acciones y equipamiento destinados a fortalecer la prevención contra el delito en todo el territorio nacional.

En tanto, remarcó que también se requiere del trabajo articulado entre los poderes Ejecutivo y Judicial, los cuales comparten la misma convicción: “La seguridad no es una opción, es una condición esencial para el progreso del país y la defensa de la vida y la libertad de todos los peruanos y peruanas”, enfatizó.

En otro momento, el jefe de gabinete expuso las recientes mejoras en la logística de la PNP, como la adquisición de laboratorios de identificación balística en Lima, Chiclayo y Trujillo; la puesta en funcionamiento de tres nuevas comisarías en Loreto (San Lorenzo y Awajún) y Piura (Sullana); así como el inicio de operaciones de un puesto fronterizo en Iquitos, entre otros progresos.

REINFO CLEAN-UP
The head of the PCM also announced that the Executive Branch has decided to clean up the Comprehensive Registry of Mining Formalization (Reinfo), with the goal of excluding individuals who do not engage in these mining activities or who are suspended. “We will exclude miners who are not authorized to use explosives and all those who misuse their registration in said registry,” he stated.

EFFECTIVENESS OF STATES OF EMERGENCY
During his speech, the Chief of Staff emphasized the need for the states of emergency declared by the national government as part of the fight against crime. This has led to the execution of 291,516 police operations and the dismantling of 55 criminal organizations and 3,656 criminal gangs.

“The fight against organized crime is a comprehensive process that contributes to police interventions. In the districts declared under state of emergency alone, the decrease in criminal activity is around 30%,” Prime Minister Adrianzén said.

Along these lines, he specified that his administration promotes the involvement of different sectors and levels of government as part of the implementation of the National Multisectoral Policy on Citizen Security, which aims to reduce victimization nationwide to 17% by 2030.

Furthermore, the head of the PCM explained that this joint multilevel work has enabled 100% of the regional and provincial citizen security councils to have an action plan for 2024 to 2027. Additionally, the Public Sector Budget Law for fiscal year 2025 includes funding for actions and equipment aimed at strengthening crime prevention throughout the country.

Meanwhile, he emphasized that coordinated work is also required between the Executive and Judicial branches, which share the same conviction: “Security is not an option; it is an essential condition for the country’s progress and the defense of the life and liberty of all Peruvians,” he emphasized.

On another occasion, the chief of staff outlined recent improvements in PNP logistics, such as the acquisition of ballistic identification laboratories in Lima, Chiclayo, and Trujillo; the opening of three new police stations in Loreto (San Lorenzo and Awajún) and Piura (Sullana); and the start of operations of a border post in Iquitos, among other progress.
