En ese sentido, vale resaltar que la eliminación de 186 barreras burocráticas declaradas ilegales o irracionales detectadas por el Indecopi, forma parte de las 402 medidas comprendidas en la primera etapa del mencionado shock, que apunta a contar con un Estado promotor, moderno, eficiente y competitivo.

El presidente del Consejo de Ministros, Gustavo Adrianzén, destaca que la eliminación de requisitos y cobros ilegales o carentes de razonabilidad favorecerá la productividad y la calidad institucional, reducirá el costo de regulaciones, disminuirá la informalidad y aumentará la competitividad.

“El Gobierno nacional tiene el compromiso de facilitar el desarrollo económico y promover la inversión. En ese marco, eliminar barreras burocráticas permite que la economía se dinamice con mayor rapidez y genera productividad, lo cual favorece a la ciudadanía en general. Emprendedores y empresarios peruanos se ven directamente beneficiados”, afirma el premier.

Cabe indicar que, según el estudio “Impacto económico de la imposición de barreras burocráticas 2023”, difundido por el Indecopi en el año pasado, la eliminación de esos obstáculos significó en aquel año un ahorro superior a los 117 millones de soles para la economía del país. En dicho informe, la entidad adscrita a la PCM reveló que el 91 % de las barreras fueron eliminadas voluntariamente por las entidades públicas para evitar denuncias o sanciones.

PEDIDOS INNECESARIOS
El estudio evidenció que la mayoría de barreras burocráticas estaba relacionada principalmente a pedidos innecesarios de documentos en universidades, exigencias en colegios profesionales, restricciones a la tercerización laboral, autorizaciones para el servicio de delivery y licencias de funcionamiento. Ministerios y municipalidades provinciales y distritales reunían la mayor parte de los costos asociados a las barreras burocráticas ilegales o carentes de razonabilidad.

“Las barreras obstaculizan el desarrollo de actividades económicas y dificultan los procedimientos administrativos”, subraya el jefe del Gabinete Ministerial, quien días atrás adelantó que el Ejecutivo diseñará incentivos para las municipalidades que ahora se sumen al Shock Desregulatorio eliminando barreras burocráticas.

El propio Estado, a través de Indecopi, pone freno a estas barreras burocráticas. Cualquier ciudadano puede denunciar gratis la existencia de estas a través de Indecopi, institución que continuará con la actualización de su estudio para medir el impacto económico que representó la eliminación de obstáculos en el 2024 en el país.

UNNECESSARY REQUESTS

Provincial and district ministries and municipalities accounted for the majority of the costs associated with illegal or unreasonable bureaucratic barriers.

“These barriers hinder the development of economic activities and complicate administrative procedures,” emphasizes the head of the Cabinet, who announced a few days ago that the Executive Branch will design incentives for municipalities that now join the Deregulatory Shock by eliminating bureaucratic barriers.

The State itself, through Indecopi, is putting a stop to these bureaucratic barriers. Any citizen can report these barriers free of charge through Indecopi, an institution that will continue updating its study to measure the economic impact of eliminating these barriers in 2024 in the country.
