Conforme a los lineamientos dispuestos por el ministro Eduardo Arana para atender el problema de hacinamiento en los penales, la entidad ha trabajado en el destrabe y reanudación de esta infraestructura. En esa línea, la Oficina de Gestión de Inversiones del MINJUSDH aprobó administrativamente la reformulación del expediente técnico de saldo de obra del proyecto “Instalación del Servicio de Readaptación Social en el Nuevo Establecimiento Penitenciario de Ica, Distrito de Santiago, Provincia de Ica, Departamento de Ica”.
El equipo técnico del Programa Nacional para la Prevención y Reinserción Social (PRONAPRES) del ministerio está trabajando en coordinación con el Ministerio de Economía y Finanzas (MEF) y Proinversión para determinar el mecanismo más rápido para la reanudación de la construcción de este proyecto que cuando esté culminado permitirá sumar en 3,168 la capacidad de internamiento en el sistema penitenciario nacional.
Tras 10 de años de desatención de los Gobiernos al hacinamiento en los establecimientos penitenciarios, durante la actual gestión se impulsó el destrabe de este proyecto como lo anunció el ministro Eduardo Arana en septiembre del 2023.

The construction project for the “Ica Mega Prison” is unblocked. The Ministry of Justice and Human Rights (MINJUSDH) will add more than 3,000 housing units to the national penitentiary system.

Along these lines, the MINJUSDH’s Investment Management Office administratively approved the reformulation of the technical file for the balance of the project “Installation of the Social Rehabilitation Service at the New Penitentiary in Ica, Santiago District, Ica Province, Ica Department.”
The technical team of the ministry’s National Program for Prevention and Social Reintegration (PRONAPRES) is working in coordination with the Ministry of Economy and Finance (MEF) and Proinversión to determine the fastest way to resume construction of this project, which, when completed, will increase the incarceration capacity of the national penitentiary system by 3,168.
