“No miramos al Perú como un botín para enriquecernos de la noche a la mañana. Tenemos las manos limpias, y lo digo con convicción, porque es la verdad. Aunque algunos cuestionen cuando afirmamos que trabajamos con decencia y honestidad, a ellos les respondemos con firmeza, este gobierno tiene una marca: no gobernamos para robar al pueblo peruano; trabajamos de corazón por el Perú”, enfatizó.

La jefa de Estado hizo estas precisiones en el coliseo Dibós, donde lideró la ceremonia de reconocimiento a las municipalidades ganadoras de la octava edición del Premio Nacional Sello Municipal.

En el evento subrayó que su gobierno se caracteriza por obras y no palabras. Afirmó que se está avanzando en las obras que la población necesita y demanda, lo cual se refleja en la lista de proyectos que se vienen ejecutando a lo largo y ancho del país.

“Ahí están nuestras obras. Son las obras que hablarán por sí solas con el paso del tiempo, cuando se reconozca la inversión en infraestructura que ha impulsado el gobierno. A quienes, con mezquindad, reducen la realidad a su limitada visión y afirman que no hacemos nada, los invito a recorrer el país. Que caminen por cada región y vean con sus propios ojos la cantidad de obras que estamos ejecutando”, enfatizó.

AUMENTO PROGRESIVO DEL FONCOMUN
Durante el evento, la mandataria afirmó que uno de los principales objetivos de su gestión es mejorar los niveles de ejecución presupuestal en los gobiernos locales. Para ello, se adoptarán las medidas necesarias que permitan a los alcaldes contar con los recursos suficientes para impulsar las obras que contribuyan al cierre de brechas.

“Sé que muchos municipios no cuentan con el presupuesto necesario para elaborar los expedientes técnicos que permitan ejecutar las obras que la población espera. Por ello, estamos trabajando con ellos para lograr, de manera progresiva, el incremento del Foncomun”, adelantó.

Explicó que, en el último año, el Fondo de Compensación Municipal (Foncomun) se redujo debido a la contracción que sufrió la economía peruana en 2023, a raíz de más de 500 manifestaciones que paralizaron el país. Esta disminución se debe a que el Foncomun proviene de la recaudación de impuestos, la cual se vio afectada por el descenso de la actividad económica.

“Por eso hago un llamado a trabajar de manera articulada. Porque si paralizamos el país, si bloqueamos carreteras o incendiamos instituciones, como ocurrió en 2023, lo único que generamos es desconfianza. Y cuando hay desconfianza, las inversiones se alejan; sin inversiones no hay impuestos, y sin impuestos, el Foncomun se reduce”, puntualizó.

En ese marco, la presidenta invocó a los alcaldes a mantener una actitud positiva, a ser más proactivos y acercarse al Ejecutivo para impulsar sus obras. Destacó que este es un gobierno de puertas abiertas, especialmente para las alcaldesas y alcaldes.

“Recuerdo que, cuando era niña en mi natal Challhuanca, no teníamos agua. Gracias a un alcalde decidido y trabajador, hoy contamos con agua, desagüe y pistas pavimentadas. Fue una decisión firme, y nunca nos convocó para paralizar Challhuanca ni para levantar carteles en contra del gobierno. Nos convocaba para acompañarlo a gestionar obras”, comentó.

Finalmente, la presidenta Boluarte destacó que, de las 1890 municipalidades convocadas a participar en la octava edición del Premio Nacional Sello Municipal, 1698 lograron registrar exitosamente a su Equipo Técnico Municipal, lo que representa el 89% del total a nivel nacional.

“Esta cifra no es solo una meta alcanzada; es una muestra clara de que estamos construyendo un nuevo modelo de gestión pública: descentralizada, inclusiva y articulada”, concluyó.

“There are our projects. These are the projects that will speak for themselves over time, when the investment in infrastructure promoted by the government is recognized. To those who, mean-spiritedly, reduce reality to their limited vision and claim we’re doing nothing, I invite you to tour the country. Let them walk through each region and see with their own eyes the amount of projects we are carrying out,” she emphasized.

PROGRESSIVE INCREASE IN THE FONCOMUN
During the event, the president stated that one of the main objectives of her administration is to improve budget execution levels in local governments. To this end, the necessary measures will be adopted to allow mayors to have sufficient resources to promote projects that contribute to closing gaps.

“I know that many municipalities do not have the necessary budget to prepare the technical files that allow them to carry out the projects the population expects. Therefore, we are working with them to progressively achieve an increase in the Foncomun,” she stated.

He explained that, last year, the Municipal Compensation Fund (Foncomun) was reduced due to the contraction the Peruvian economy suffered in 2023, following more than 500 protests that paralyzed the country. This decrease is due to the fact that the Foncomun comes from tax collection, which was affected by the decline in economic activity.

“That’s why I’m calling for a coordinated approach. Because if we paralyze the country, if we block roads, or set fire to institutions, as happened in 2023, the only thing we generate is mistrust. And when there’s mistrust, investments are withdrawn; without investments, there are no taxes, and without taxes, the Foncomun (Common Fund) is reduced,” she emphasized.

In this context, the president called on the mayors to maintain a positive attitude, to be more proactive, and to approach the Executive Branch to promote their projects. She emphasized that this is an open-door government, especially for the mayors.

“I remember that when I was a child in my hometown of Challhuanca, we didn’t have water. Thanks to a determined and hardworking mayor, today we have water, sewage, and paved roads. It was a firm decision, and he never called us to paralyze Challhuanca or to raise signs against the government. He called us to accompany him in managing public works projects,” she commented.

Finally, President Boluarte highlighted that, of the 1,890 municipalities invited to participate in the eighth edition of the National Municipal Seal Award, 1,698 successfully registered their Municipal Technical Team, representing 89% of the national total.

“This figure is not just a goal achieved; it is a clear sign that we are building a new model of public management: decentralized, inclusive, and coordinated,” she concluded.
