“Durante el tiempo que ejercí el cargo de premier, lo hice con gran sentido de responsabilidad y de compromiso y siempre en concordancia con el juramento que hice de cumplir mis funciones sin cometer actos de corrupción”, dijo Adrianzén, quien resaltó que su vocación de servir al país se mantiene incólume y que estará siempre presto a continuar en la noble tarea de servir al Perú. “Más temprano que tarde se sabrá que lo hicimos todo por el Perú y que lo hicimos con punche”, agregó.

DIÁLOGO COMO PREMISA
La gestión de Adrianzén al frente de la Presidencia del Consejo de Ministros (PCM) se caracterizó por una fuerte articulación con los gobiernos subnacionales, el acercamiento de los servicios públicos a la ciudadanía, el fortalecimiento de la prevención de desastres naturales y el impulso al destrabe de proyectos de inversión claves para el país.

Durante sus más de 14 meses de gestión, se consolidaron los Consejos de Estado Regional (CER) como espacios operativos en los que el Ejecutivo y los gobiernos regionales construyen agendas comunes de desarrollo.

Así se pudo agilizar la ejecución de inversiones prioritarias, mejorar la implementación de servicios públicos y proponer modificaciones normativas que respondan a las necesidades específicas de los territorios. Como muestra de este trabajo, durante la gestión del premier Adrianzén se realizaron cuatro sesiones del CER en Lima, Ica, Arequipa y Piura, en las que se lograron culminar 674 acuerdos por el desarrollo territorial de las regiones.

Asimismo, se promovieron diversos espacios de articulación con autoridades provinciales y distritales con el objetivo de fortalecer sus capacidades de gestión. Entre ellos destacan la jornada “Gestión de inversiones para el desarrollo territorial – Agenda 2025”, que reunió a alcaldes provinciales de distintas regiones del país; las dos mesas municipales “Fortaleciendo la Gestión Descentralizada – Agenda 2025”, dirigidas a burgomaestres distritales de las macrorregiones norte y sur; y el Muni Ejecutivo Alcaldesas, que convocó a más de 60 alcaldesas del país con quienes se impulsó la ejecución de proyectos de saneamiento básico y su incorporación en la agenda nacional de desarrollo.

En la gestión de Adrianzén, la PCM brindó continuo apoyo a los gobiernos locales. Desde el 6 de marzo, día en que asumió como premier, al 31 de diciembre del 2024 se atendió y brindó asistencia técnica a 1799 municipalidades provinciales y distritales, mientras que en lo que va del 2025 se ha atendido a 294 municipalidades provinciales y distritales.

CUATRO NUEVOS CENTROS MAC Y 67 MAC EXPRESS
Entre el 6 de marzo de 2024 y el 13 de mayo de 2025, la PCM, a través de la Secretaría de Gestión Pública, implementó cuatro nuevos centros Mejor Atención al Ciudadano (MAC) en las regiones de Áncash, Puno, Ica y Ayacucho, con lo que se alcanzó un total de 19 centros MAC a nivel nacional. En estos espacios se brindó más de 5.5 millones de atenciones, permitiendo a miles de ciudadanos acceder a más de 600 servicios de más de 60 entidades públicas en un solo lugar.

Adicionalmente, se coordinó con diversos gobiernos locales de las regiones de Amazonas, Áncash, Arequipa, Ayacucho, Apurímac, Cajamarca, Cusco, Huancavelica, Huánuco, Ica, La Libertad, Lambayeque, Lima, Loreto, Moquegua, Piura, Puno, San Martín, Tacna y Ucayali la implementación de 67 MAC Express que permitieron realizar más de 380 mil atenciones.

PREVENCIÓN CONTRA DESASTRES
La prevención de desastres fue otra prioridad clave. En enero de 2025 se aprobaron los planes multisectoriales para enfrentar heladas y friajes, lluvias intensas y peligros asociados, e incendios forestales. Estos planes contemplan una inversión superior a los 3700 millones de soles para el periodo 2025–2027, recursos que comenzarán a ejecutarse en el presente año con acciones concretas de mitigación.

IMPULSO AL CIERRE DE BRECHAS
En el marco de la reactivación económica y el cierre de brechas, se lograron avances significativos como la inauguración de la línea de transmisión en 69 kV Pongo de Caynarachi – Yurimaguas, que permitirá integrar a Yurimaguas y Alto Amazonas al Sistema Eléctrico Nacional; y la adjudicación del proyecto Anillo Vial Periférico, que comprende el diseño, construcción, financiamiento, operación y el mantenimiento de una autopista de 34.8 kilómetros que interconectará 12 distritos de Lima y Callao.

Adicionalmente se firmó la adenda entre el Estado y la empresa Fosfatos del Pacífico S.A.C. (FOSPAC), que contribuirá a iniciar la producción de roca fosfórica en Bayóvar, región Piura.

Cabe destacar que durante la gestión del premier Adrianzén se logró revertir la caída del PBI registrada en el 2023 (-0.6 %) y registrar un crecimiento de 3.3 % en el 2024, la mayor tasa de crecimiento del PBI desde que terminó la pandemia.

Finalmente, se intensificó la lucha contra la minería ilegal mediante operativos de interdicción que lograron golpear de manera contundente a las organizaciones criminales dedicadas a esta actividad ilícita, de la cual se derivan varios delitos conexos y es responsable de la depredación de recursos naturales y graves impactos ambientales en diversas regiones del país.

“During my tenure as Prime Minister, I did so with a great sense of responsibility and commitment, always in accordance with the oath I swore to fulfill my duties without committing acts of corruption,” said Adrianzén, who emphasized that his vocation to serve the country remains unshaken and that he will always be ready to continue the noble task of serving Peru. “Sooner rather than later, it will be known that we did everything for Peru and that we did it with determination,” he added.

DIALOGUE AS A PREMISE
Adrizanzén’s tenure as President of the Council of Ministers (PCM) was characterized by strong coordination with subnational governments, bringing public services closer to citizens, strengthening natural disaster prevention, and promoting the unblocking of key investment projects for the country.

During his more than 14 months in office, the Regional State Councils (CERs) were consolidated as operational spaces in which the Executive Branch and regional governments build common development agendas.

This made it possible to expedite the execution of priority investments, improve the implementation of public services, and propose regulatory changes that respond to the specific needs of the regions. As an example of this work, during Prime Minister Adrianzén’s administration, four CER sessions were held in Lima, Ica, Arequipa, and Piura, resulting in 674 agreements for the territorial development of the regions.

Likewise, various coordination mechanisms were promoted with provincial and district authorities to strengthen their management capacities. These included the workshop “Investment Management for Territorial Development – Agenda 2025,” which brought together provincial mayors from different regions of the country; the two municipal roundtables “Strengthening Decentralized Management – Agenda 2025,” aimed at district mayors from the northern and southern macroregions; and the Mayors’ Executive Council, which brought together more than 60 female mayors from across the country to promote the implementation of basic sanitation projects and their incorporation into the national development agenda.

During Adrianzén’s administration, the PCM provided ongoing support to local governments. Since March 6, the day he took office as prime minister, through December 31, 2024, 1,799 provincial and district municipalities have received technical assistance and support, while so far in 2025, 294 provincial and district municipalities have received support.

FOUR NEW MAC CENTERS AND 67 MAC EXPRESS CENTERS
Between March 6, 2024, and May 13, 2025, the PCM, through the Secretariat of Public Management, implemented four new Better Citizen Service (MAC) centers in the regions of Áncash, Puno, Ica, and Ayacucho, bringing the total to 19 MAC centers nationwide. These centers provided more than 5.5 million services, allowing thousands of citizens to access more than 600 services from more than 60 public entities in one place.

Additionally, coordination was provided with various local governments in the regions of Amazonas, Ancash, Arequipa, Ayacucho, Apurimac, Cajamarca, Cusco, Huancavelica, Huánuco, Ica, La Libertad, Lambayeque, Lima, Loreto, Moquegua, Piura, Puno, San Martín, Tacna, and Ucayali to implement 67 MAC Express services, enabling more than 380,000 services.

DISASTER PREVENTION
Disaster prevention was another key priority. In January 2025, multisectoral plans were approved to address frost and cold spells, intense rainfall and associated hazards, and forest fires. These plans contemplate an investment of more than 3.7 billion soles for the 2025–2027 period, resources that will begin to be implemented this year with concrete mitigation actions.

DRIVEN TO CLOSING GAPS
As part of the economic recovery and closing gaps, significant progress was made, such as the inauguration of the 69 kV Pongo de Caynarachi – Yurimaguas transmission line, which will integrate Yurimaguas and Alto Amazonas into the National Electricity System; and the awarding of the Peripheral Ring Road project, which includes the design, construction, financing, operation, and maintenance of a 34.8-kilometer highway that will interconnect 12 districts of Lima and Callao.

Additionally, an addendum was signed between the State and the company Fosfatos del Pacífico S.A.C. (FOSPAC), which will contribute to the start of phosphate rock production in Bayóvar, Piura region.

It is worth noting that during Prime Minister Adrianzén’s administration, the decline in GDP recorded in 2023 (-0.6%) was reversed and a growth of 3.3% was recorded in 2024, the highest GDP growth rate since the end of the pandemic.

Finally, the fight against illegal mining was intensified through interdiction operations that decisively targeted criminal organizations dedicated to this illicit activity, which leads to several related crimes and is responsible for the depletion of natural resources and serious environmental impacts in various regions of the country.
